Bornakk of Blizzard answered some questions on Ulduar on the Worldofwarcraft forums:

Q u o t e:

Naxx 10 < Naxx 25 = Ulduar 10 < Ulduar 25

(Bornakk's answer)
Good mathematical layout. We do want to allow players who only do the 10 person instances to naturally progress and complete them. Making a big jump in gear would in turn bring a big jump in the difficulty and possibly cause roadblocks for these players.

Bornakk answers another question in the same thread

Q u o t e:
What about people that do 10-mans wanting to try 25s? They're going to have to overcome a gear gap while people going the other way will be having things easier. All-the-while, it's debatable which is actually more difficult tactics-wise.

Why use gear as the only barrier between 10 and 25 man content?

(Bornakk's answer)
If you have only ever completed Naxx10 and not done Naxx25 at all, I wouldn't expect you to be jumping straight to Ulduar25. Yes, there is a gap in there, but you can overcome this with Naxx25 now or Ulduar10 in the future if you are interested in getting into Ulduar25.

Bornakk answers a third question:
Q u o t e:

So Bornakk.... should we expect the same old Valours T7 dropping in Ulduar 10? Or should we expect a new Heroes T8?

(Bornakk's answer)
Probably a new Heroes T8, I wouldn't expect Kel'thuzad to be making many trips to Ulduar to drop his helms there. ;-)

I think what this means is that Blizzard is making sure that if you don't have enough people in your guild to regularly run Naxx 25 then you won't be left behind storywise in Wrath of the Lich King.

The only difference then between 10 person dungeons and 25 person dungeons is level of gear and personnel required to run it.

The main problem I see in not being able to run 25 person dungeons for CV is just number of people. People leaving etc. makes that "problem" worse, but Blizzard has built in 10 person dungeons all the way to the end game so that even if your guild isn't full of 25 plus hardcore raiders you'll be able to kill Arthas eventually in the end unlike BC where only the so called elite guilds got to see Illidan and Kil'jadean die.

They still built in Hard mode and give you a higher level of gear in all the 25 person dungeons, but realistically speaking it's sort of just appeasing to the very small percent that are hardcore raiders to do that. Wrath of the Lich King is designed to allow everyone to enjoy the game it looks like and that is here to stay it seems.

I think the key is just to enjoy yourself and not worry about where you are per se, it is just a game after all. No matter which way you do it, Blizzard is determined to give it to you in the end it seems, which of course is a good thing.

... "Blizzard is determined to give it to you in the end it seems" ...

I am not so sure I agree with your conclusion, directly after that statement. ;)

I definitely do not want Blizzard to "give it to me" in "my end".

LOL - funny catch Kohna. :D
